Actually looks like a quoting problem to me...
Should be

<@IFEQUAL
'<@COLUMN "BlastMailList.D" ENCODING=MULTILINE> ' '1'>CHECKED</@IF>>D
That is you had
<@COLUMN "BlastMailList.D"> and "1" -- that looks not workable.
