The UPS interface is well documented.  You just need to create a
developer account at UPS and download the documentation from there.

However, having gone down that road with a successfull implementation,
I now prefer to use a service provided by intershipper.com  It's one
unified XML API for all the major carriers.  It's not a free service,
but it's reasonable.
