The problem was because I was using Apache 1.3 and its httpd.conf file
had not been updated to support the mime type information needed.
application/soap+xml
application/wsdl+xml wsdl
We're still fooling around with Mac OS X and the version of httpd.conf
used there to get this updated without breaking the Apache server
itself.
In the meantime, I switched the webservices functions over to a J2EE
server where this wasn't an issue.
A bit thanks to Robert Garcia's HTTP Tester. That helped me out quite
bit in troubleshooting (to see when I finally had something that
looked useful)
I am still waiting to hear back from the consumers of the webservice
that this IS a fix, but my fingers are crossed.
