See TCFSEARCHPATH
Set logginglevel=4 and tail the witango logfile.
You will see config.taf searching for the tcf referenced at the
position CreateStoreUser. You'll see that it can't find it. The
answer is to make sure the tcf is in one of the directories
referenced in TCFSEARCHPATH.
