You might be able to use the <@URL> tag. This tag makes HTTP/S requests to other servers.
You need to know how the other side is exchanging XML. It sounds like you are using a "RESTful" interface. In this case, you might be able to get away with GET requests. POST requests are slightly more complicated. Regardless, use your browser to investigate the remote service first. Make yourself a form in HTML so you can POST directly from your browser.
