I found a solution, although it's not pretty:
I used msconfig to disable two cores of the four.

"Boot.INI" tab, "Advanced Options", check /NUMPROC and set it to 2.

It was a choice of wasting half the processing power, or spending about
$2500 US to upgrade the license of a product that doesn't seem to have a
bright future.
