You should be able to simply copy that file from any other windows install
into the syswow64 folder. Or, it should work to place it in the same folder
as the studio exe

I am trying to install under Vista Ultimate 64 bit.

When I try to run the program witango Dev Studio after the install it  
says failed to start because MSVCR70.dll was not found. I know others  
are running this under Vista so what do I need to do?
