You have to use apache rewrite for this. You don't change the name of the file 
to rss and serve. Here is an example of a very simple example of this. This is 
from a simple php site that has to serve dynamic MP3s to an iTunes published 
podcast. One of the specs of the itunes podcast is that the URL must have a MP3 
or M4A extension. Maybe other audio files also, but something like this is not 
valid:

http://podcastsite.com/podcasts/mydynamicapp.php?file=somefile.mp3

It must be

http://podcastsite.com/podcasts/mydynamicapp.mp3?anyarg=anyvalue

The apache rewrite module must be loaded, and then in an .htaccess file, or in 
the vhost config for that site, you must have something like this:

        <IfModule mod_rewrite.c>
                RewriteEngine on
                #Section Rules
                RewriteCond %{QUERY_STRING} (.*)
                RewriteRule ^podcasts/mydynamicapp.mp3$ 
/podcasts/mydynamicapp.php?%1 [L]
        </IfModule>

Apache rewrite can be a bit daunting at first, but once you get the hang of it, 
you can do some pretty cool things, like creating SEO urls, easy redirects, etc.
