Take a look in this directory:
http://ftp.debian.org/debian/pool/main/w/witty/

I think that the procedure is not really correct but you've got the .deb 
files and the *.orig.tar.gz if you want to make you own .deb file.
For more information, search how to make a .deb file on debian!
