<form></form> is only used around the entire page when it is rendered
in browsers that do not support JavaScript.

Can you explain why do you explicitly need this tag? The typical form
fields (WLineEdit, WTextArea, WComboBox, WCheckBox, WPushButton, ...)
are not required to be put inside <form></form> tags.
