The build works fine now.  It turns out that Visual Studio is setup to
run as a normal user on this box instead of running as Administrator.
Normal users don't have permission to create files under the "Program
Files(x86) directory so the build failed.  The solution is to run
Visual Studio as Administrator before building the INSTALL project.
