The changes for a mentoring organization (EmWeb) to be chosen depend only on the number of applicants and how well-known they are. The fact that EmWeb has not been chosen for GSoC yet does not mean it will not be chosen for GCI. Applying for GCI does not exclude GSoC, either. Question is, can EmWeb create "tasks" for people 13-18 years old? I don't know. Looking at what other organizations have done in the past, tasks for GCI are very simple.
