Bingo. I was being mislead by the
192.168.1.10 - - [2012-Mar-29 08:32:52.632911] "GET /mycharts.css HTTP/1.1" 200
If I move it into resources/ and call it from code as
useStyleSheet("/resources/mycharts.css");
then I see the effects.
