I believe this is a bug in the layout management code. We're in the middle (or near the end) of a total rewrite of the layout managers (available in the git respository). I've tried your code sample with the new layout manager implementation and it seems to work entirely properly. We plan to release the new layout managers in 3.2.2 (scheduled for June), that will work for you?
