I know its a very late answer, but I was busy.
 
I'm only able to answer the questions partly:
 
I deploy with a "make install". It is created with qmake (I prefer this instead of cmake).
Cookies are enables, yes. I don't see the session at the URL.
Wt version is 3.3.2 - but it was with 3.3.0 and 3.3.1 too.
 
But now there is an interesting part, the output:

I don't know why there is an error reading. And the connection refused I don't understand too.

I tried your configuration file and it works as expected: the same session is kept when reloading. We will need more information on your deployment to find the reason for this:
 
 - what connector do you use?
 - how do you deploy?
 - log output of Wt and (wthttpd or fastcgi).
 - are cookies enabled and do you find a cookie in your browser? or do you see the session ID in the url?
 - what Wt version do you use?

My only guess is that there is some thing wrong with your configuration file. Can you include your complete configuration file?

But, you should not rely on these settings for a well behaved application.
