The MSDN docs state that this should only be set by a patch and when the file is added by that patch. Comments by Carolyn Napier in the platformsdk.msi group indicates that this should never be authored into an msi file manually (see http://groups.google.com/group/microsoft.public.platform sdk.msi/browse_thread/thread/72d8e61ae932f169/bac7c bde290fc330? lnk=st&q=msidbFileAttributesPatchAdded&rnum=3&hl= en#bac7cbde290fc330 ) but that this attribute is added automatically by PatchWiz when needed.
