Light gives the following error when an upgrade
action exists and RemoveExistingProducts isn't in the
InstallExecuteSequence:

LGHT0094 : Unresolved reference to
symbol 'WixAction:InstallExecuteSequence/RemoveExistin

Previous version worked correctly, however I'm not
sure how many versions back that has been.

The reference is to ensure you schedule
RemoveExistingProducts as you want. Candle can't provide a
warning because another fragment could have schedule it.
Specifying it as an attribute or element is an interesting
idea. Please file it as a feature request.

Then wouldn't it be better to have candle produce a
warning, not everyone knows which actions are needed for a
specific action. Or maybe have it as an upgrade element.
Every correct sequence has another result.

There isn't one correct location to sequence
RemoveExistingProducts so WiX doesn't automatically do so;
you have to choose the sequence explicitly.
