The fact that yours doesn't reproduce after a reboot jibes with Rob's
idea of an obscure memory-corruption bug...I'd suggest starting with
some Asserts in ConfigureSql -- something's breaking the
ExitOnFailure/LExit handling because it calls WcaFinalize
unconditionally (not WcaTerminate as the assert message says).
