If a package has no files to install, but <RemoveFile
/> element is used in WiX source, WiX doesn't create
RemoveFiles and InstallFiles actions under
InstallExecuteSequence table and thus RemoveFile
doesn't work.

I already fixed this in WiX 3.0 (there are a lot of fixes in
there - check it out when its available). This is a
2.0-only issue. Also, I believe only RemoveFiles is
necessary for the RemoveFile element.
