Summary: WebLog type compilation issue
Initial Comment:
With wix-2.0.4611.0 : Whenever using the WebLog element with Type set to IIS it
causes a linking phase probleme.
ex:

Simple fix to not modularize the IIsWebLog.Format column. FWIW, this bug
only happens in Merge Modules.
