I'm no lawyer, but ...

If you want to contribute regularly, this would be a bit of a nuissance
for everyone involved, but as a practical matter, if the code for this
.dll were in the public domain, nobody would have to sign anything to
allow its use in any project.  That is, public domain status is
compatible with the CPL and even with the GNU GPL... and doesn't require
signing complicated copyright-assignments.

If you wanted to make 100% sure that something was clearly in the public
domain (assuming, of course, that there are no patents involved), you
could use the Creative Commons process <

statement to that effect in the top of the source code files and publish
them on a web page somewhere. E.g.: <
http://creativecommons.org/licenses/publicdomain/ > 



As I said, I'm not a lawyer, and neither am I on the WiX Dev team
(meaning: what's legally acceptable, and what's acceptable to the WiX
team are not necessarily one and the same).
