This code generates an ICE68 error when running
validation:

The custom action type is 17409.

Cleaned up the checking: deferred, rollback, and commit are now supported;
one is required.

The TSAware check is backward: TSAware *requires* Execute="deferred"
rather than it being an illegal combination. My bad.
