This isn't documented. Identifier doesn't need to include MSI syntax for file reference (WiX expects to see "file.dll" instead of MSI formatted "[#file.dll]". it will generated later format from the simple "file.dll"). This is unexpected, at least to me since I'm used to writing for MSI and use MSI documentation a lot. WiX schema documentation need to specify that provided identifier will be converted to a file reference.
