Declaring a ComboBox with localised strings as values results in the literal
strings appearing in the ComboBox table instead of the localised string
replacements...

<ListItem Value="$(loc.AD)" />
</ComboBox>
Gives you a combo with options for $(loc.AF), $(loc.AL), $(loc.DZ) and
$(loc.AD).
