While I've programmed for some time now, this is my first involvement with
open source development. Please forgive the newbie question as a result.

I believe I had read on Rob's blog once (can't find the link) that Tallow
development is frozen. However, I'd like to fix a bug in Tallow and possibly
add a new feature. Would this be acceptable, and if so, do I need to first
create related bug reports / feature requests first?

For the curious, the bug relates to directories that match multiple filters
which is an admittedly rare situation. The feature would be adding -xf and
-xd arguments that act identically to -dd and -df except that they exclude
matches to those wildcards rather than include them.
