Summary: Modularization can result in values that violate schema

Initial Comment:
While running light.exe to generate a merge module, table cell contents may be 
modularized even though the resulting value would violate the table schema.

For example:

<directory id="abcdefghijklmnopqrstuvwxyz1234567890.helloworld" Name="Hello 
World" />

The ID is 47 characters long, which is valid by the directory table schema, but 
the modularized ID

abcdefghijklmnopqrstuvwxyz1234567890.helloworld.11111111_AAAA_2222_BBBB_333333333333

is 84 characters long, which violates the schema of the directory table.

This needs to at the very least generate a warning, but really should probably 
generate an error and halt.

Has this changed recently?  I used to get a warning whenever I would
generate a component that would modularize > 72 chars.  Now all I get is an
ICE03 during link.
