Summary: Improper Modularization for Certificates CA if use BinaryKey
Initial Comment:
We want to use the InstallCertificates code inside a merge module, and have it
point at a certificate binary.
However, the modularization is marked as "property", which causes this not to
work well, as the binary table id gets modularized, whereas the CertificatePath
column in the certificate table does not, so the binaries don't link up
correctly. Instead, I believe it should be conditional as either property or
column, depending on if you are using BinaryKey or CertificatePath in the
<Certificate> element.

Fixed in WiX v2 by creating separate columns for the two pieces of data so
they can be modularized correctly.
