The code page should be settable on the Patch for the MSP and used for the summary information as well (since the Description and DisplayName are used in the summary information stream as well), and obtained from both the target and upgrade MSIs or obtained from the target and upgrade wixouts. If the code page differs in the transform, a change will be reflected in the transforms and it won't apply if the code page can't be changed.
