Ok, so I have been able to narrow down the problem a bit...

It seems that "Microsoft.Deployment.WindowsInstaller.dll" is the culprit.  If I 
use version 3.0.5106 my managed custom actions work just fine; however, if I 
use version 3.0.5402 they are broken. Taking it one step further I decided to 
try version 3.5.0710, and surprisingly my managed custom actions work again.  I 
then tried version 3.5.529.0 and it worked as well.  This is all with the 
released wix 3 binaries build 5419.

So it seems something broke along the way and then was fixed either 
accidentally or knowingly.  For the time being, I am going to use the 3.5.529.0 
version since it has all the fixes for the 3.0 release and the least amount of 
3.5 changes for introducing new bugs.

Hi Guys,

I am currently experiencing the problem as posted in the below link:

This is currently a blocking issue for me as my installer is useless.  Any 
ideas on what happened and caused the break? I can't figure out what is going 
on and am contemplating reverting back to build 4805 or even back to wix 2.  I 
tried build 3.5.0710 but no luck there either.  Any insight would be greatly 
appreciated.
