Ok, so I have been able to narrow down the problem a bit... It seems that "Microsoft.Deployment.WindowsInstaller.dll" is the culprit. If I use version 3.0.5106 my managed custom actions work just fine; however, if I use version 3.0.5402 they are broken. Taking it one step further I decided to try version 3.5.0710, and surprisingly my managed custom actions work again. I then tried version 3.5.529.0 and it worked as well. This is all with the released wix 3 binaries build 5419.
So it seems something broke along the way and then was fixed either accidentally or knowingly. For the time being, I am going to use the 3.5.529.0 version since it has all the fixes for the 3.0 release and the least amount of 3.5 changes for introducing new bugs. Any ideas on what happened and caused the break? I can't figure out what is going on and am contemplating reverting back to build 4805 or even back to wix 2. I tried build 3.5.0710 but no luck there either. Any insight would be greatly appreciated.
