It used to be that you only had to run the trustmsbuildfiles target once
elevated then everything would work. I just rebuilt a machine myself and it
seemed I had to do the whole build elevated.

Given where we are at, I decided to leave getting all the build stuff
working smoothly to WiX v4.0. Too many bugs inm v3.5 and too much code to
write in v3.6 to slow down right now. <smile/>

If the build doesn't work elevated then something bigger is at play.
