1. VSIP (Visual Studio integration) makes the environment pretty complex.
However, if you don't want to build that you should be able to get
everything by installing Visual Studio 2010 VC++ Express, Visual Studio 2010
VC# Express, and the Windows 7 SDK + .NET Framework 4.0.

2. It looks like you don't have .NET Framework 4.0 installed. In WiX v3.6
some of the tools require that.
