The trend is over several releases, both of Windows and products like
Office. And it's extremely unlikely the Windows team will add UI to AppX

Very. There hasn't been a change in several months and then it was a
trivial addition.
Personally I would expect it to be part of the core of WiX but I know
from previous experience that getting code accepted is not easy. (The
reason for making it part of WiX is that I work in an environment
where, rather disappointingly, open source is considered evil and just
getting WiX approved was an uphill struggle.)
I understand that it's convenient if WiX included everything, and that
it solves the problem you (and others) have with twitchy
lawyers/processes...but every new thing in WiX is a tax on the WiX team.
I think everyone's better off in the long run if the taxes are spread
out a bit.
I do agree that the core of WiX is more important than the UI and was
just testing the water to see whether I was alone on the UI choice --
maybe I would repost something in wix-users to test the water.
Sure. And I think it's worth differentiating the WiX BA and WixStdBA.
