The advantage is that useful changes arrive in a stable form quicker;
the disadvantage is that bug creep in and there is less focus on v4.0.
In general: The more feature work that happens, the less likely code
stays stable enough for quick (~3-month) releases. We want to be extra
careful about the balance.
