The advantage of email is that everyone sees (and can participate if they
have good ideas) the conversation as it happens. We also keep a log of the
decision and different approaches. That can be extremely useful in the
future.
I'm not sure how using a document would be better to work toward consensus
on a design but if you have ideas there I'm all for it.
Some designs are harder than others. Using precision questioning and
answering techniques when discussing designs can help in all cases.
