The way I've been able to repro it reliably here is: Install Windows Server 2008, SP2, plus all latest updates. Get srvany from the Windows Resource Kit. Get the Visual C++ 2012 x64 Redistributable. Set up srvany and set the app parameters for vcredist_x64.exe to '/quiet /norestart'.
