We don't guarantee it for Patch element because it isn't needed as of MSI 3.0.
We do try for old-style patches, but no one should use those.

Heath or Bob or anybody else that remembers,
Do we still need to keep File Sequence numbers static for patching to work
correctly? I thought I remembered some improvements such that the Sequence
could change and torch/pyro would handle it fine.
True? If not, can you help correct my memory.
