I was going to give my steps, but that pretty much covers it. If you
are on a 64 bit machine, you might need to clear the Platform
environment variable.
I wrote quite a bit of that page a few months ago :)
I was trying to get away without installing all the SDKs, VS2008 etc.
this time (I reinstalled my dev workstation with 2012R2 last week) but
I'll try debugging this current problem before installing everything else.
