They match msiexec behavior. See "msiexec /?"

Looking into the core of the engine, I've noticed that update and package
command line switches are parsed as BOOTSTRAPPER_ACTION_INSTALL. Nowhere else
in code do I see a reference to these parameters so I was wondering if they
were reserved for something or implemented for some obscure compatibility.
