There have been some significant changes in the way NuGet works (based on what
I'm seeing on my development machine) that I'm actively trying to parse.
Still wrestling with management over getting an assignment agreement. This is
an area I would otherwise very happily contribute in.

I would think that the responsibility would land with the nuget project since
it would be an issue of nuget being compatible with WiX, not the other way
around. Although, it would make sense that people from this community would be
the only ones to make nuget compatible.
I've been wanting to look into doing this myself for a while now and just
wanted to verify that I wouldn't be stepping on any toes if I started moving
forward with looking into possible solutions.

Nope. Someone did something on the NuGet side to play nice with Votive or
something. We weren't involved with that at all, except when someone tried to
file a bug on us here to fix something we didn't do. I assume they went back to
NuGet since that is where the fix had to be made... or something. Like I said,
we we're really involved in that.
Doing more with NuGet is a WiX v4 thing where we can change things in more
drastic (aka: breaking) ways. WiX v4 is just now starting to get going.
