I've got my changes over to Github and am almost ready to hit the pull request
button. For those jumping at the bit for a code review, the changes can be seen

I need to do Internal validation and testing before I hit the PR button, but
from what I can tell this should be all the needed changes for BA authors to
start. Next up is creating a branch for the WixStdBA mods, which will be a bit
more fun to choke down.
