Right now there is a difference in behavior.  The MbaPrereqPackageId is
used for preventing infinite loops in launching the prereq BA, I didn't
touch that logic.

Let's be honest, this is a feature for XP.  Although I could see the same
thing happening to Windows 7 and .NET 5 in a few years.
