I think it's because when a bundle is launched already elevated, it
immediately launches another instance to act as the unelevated one that
takes care of the BA. From what I've seen, the elevated instance never
logs its command line, only the unelevated one does. I don't know enough
about the dependency stuff to know whether all of those are supposed to be
passed on to the unelevated side.
