In order to verify the payload, Burn would have already been able to read
the file. The only problem with a file that failed to decrypt is when a
different user needs to be able to read it, like when installing an MSI the
server side runs as SYSTEM.
Does anyone know of a scenario where you could read an encrypted file, but
not be able to decrypt it?
