I concur with Neil on my wix 3.8.1128 (installed) machine. On my wix 3.9.702 (installed) machine it also includes the SDK tree with VS specific folders which include headers and libs. However the 3.9 install does not include support for older versions of VS which are in 3.8, but are no longer supported in 3.9.
