The good news is that you're not a complete n00b. :) Votive v2 does not have support for passing in command line parameters to candle/light. However, all you have to do is add the .wxl file to the project and then it should automatically pass in the -loc parameter.
I would recommend that you install Votive v3, since it's a lot more robust and you can do a lot more things with it.
