Bad news is that I'm not sure what the problem is. I can pinpoint it to the code that parses the .manifest file. If I rename light.exe.manifest QtCore4.dll.manifest, light succeeds. It's almost certainly a parsing bug in the binder but I'm not familiar with the binder code, so other than playing around with the formatting, I don't really have any suggestions for a workaround.
