Why what? 

Why do I need to have the user download license files?  It's a
DirectShow based-app with custom filters.  Each and the application
filter is individually licensed and is signed with a key generated
derived from the machine-specific hash.  There some 60 licensed
components and each one has its own license file.

Why the MSI?  It's a simple way to package everything up, find where the
product is installed, and copy the license files to the product
directory.

Why a SE zip file?  Single file download/installer.
