That's probably going to be a malformed command line. For example, if you use Firefox, it expands into C:\PROGRA~1\MOZILL~1\FIREFOX.EXE -url "%1" Launch.url If you use WiX v3, you can use the WixShellExec custom action to launch the URL directly.
