As far as I know, the Archive bit is typically only used by backup applications to determine if a file has changed since the last time it was backed up. The OS automatically sets the archive bit when files are modified. Backup tools clear it when the file has been backed up.
If you're trying to give any other semantics to the Archive bit, the OS will break them.
