No. If you don't want to provide a patch, you must provide a whole
replacement MSI package. Or you could provide a second product that
relies on the first but is otherwise unrelated.

Service packs is a term for a particular kind of minor upgrade and yes,
it's usually delivered as a patch.

The MSI SDK is the place to start, followed by the WiX schema doc.
